What each one is
Google Tag Manager deploys and orchestrates tags - free, ubiquitous, deeply documented, with a server-side container available for first-party collection. Tealium is the Customer Data Hub: iQ for tag management, EventStream for server-side event routing, AudienceStream for identity and audiences, plus consent tooling and enterprise governance around all of it. Comparing GTM to iQ alone is fair; comparing GTM to the Hub is a category error.

When GTM is simply enough
A single-brand site, a Google-centric stack, engineering comfortable operating a server container if needed, and no requirement for stitched profiles: GTM is the right answer, and paying enterprise licensing to do a tag manager's job would be architecture by prestige. We tell clients this plainly - it is what independence is for.
When Tealium earns its cost
- Multi-brand, multi-domain estates where governance is the daily job, not an annual cleanup.
- Identity resolution and real-time audience activation as actual requirements with owners.
- Vendor-neutrality as policy - estates deliberately not centered on one advertising ecosystem.
- Consent enforcement that must be provable across client and server collection.
The hybrid reality
Large organizations often run both - GTM on peripheral properties, Tealium on the core estate. Workable, if the event taxonomy is one specification across both containers. Two containers with two dialects is the worst of both worlds; the GTM to Tealium guide covers consolidating deliberately.
